
Low-Tech Process-Based Restoration (LTPBR) is a restoration approach that works with natural stream and floodplain processes rather than relying on extensive engineering. Using simple, hand-built structures such as Beaver Dam Analogues (BDAs) and Post-Assisted Log Structures (PALS) constructed from locally available wood, vegetation, and natural materials, LTPBR slows water, traps sediment, reconnects streams to their floodplains, and encourages streams to heal themselves over time. These techniques are designed to mimic the ecological functions historically provided by beavers, large wood, and healthy floodplain systems, creating self-sustaining restoration that improves watershed resilience while minimizing long-term maintenance costs.
Following the 2021 Cougar Peak and Patton Meadow Fires, more than 100,000 acres burned across Lake County, leaving watersheds vulnerable to accelerated runoff, erosion, stream incision, increased sediment delivery, elevated water temperatures, and degraded aquatic habitat. These impacts threaten working ranchlands, irrigation infrastructure, native fish populations, and downstream water quality.
LTPBR provides an effective tool for addressing these post-fire impacts because it focuses on restoring the natural processes that build resilient stream systems. By slowing floodwaters and encouraging sediment deposition, LTPBR helps stabilize channels before severe erosion becomes established. Reconnecting streams to their floodplains increases groundwater recharge, extends late-season streamflows, and promotes the recovery of riparian vegetation that shades streams, stabilizes banks, and provides habitat for fish and wildlife. Over time, these restored processes improve meadow function, increase drought resilience, and reduce the impacts of future wildfires and extreme runoff events.

Within the Cougar Peak and Patton Meadow Fire scars, the Lake County Umbrella Watershed Council and project partners applied LTPBR on reaches of Camp Creek, Cottonwood Creek, Muddy Creek, Mesman Creek, Pine Creek, and Willow Creek. Approximately 175 low-tech structures were implemented, and more are planned to reduce post-fire sediment transport, reverse channel incision, improve floodplain connectivity, and accelerate natural recovery of aquatic and riparian ecosystems. Rather than attempting to engineer a fixed stream form, the project creates conditions that allow streams to evolve naturally, increasing ecological function while supporting agricultural operations and watershed health.

Following the 2021 Cougar Peak and Patton Meadow Fires, which burned more than 100,000 acres across Lake County, Oregon, the Lake County Umbrella Watershed Council (LCUWC) secured a $2.5 million Oregon Watershed Enhancement Board (OWEB) Post-Fire Recovery Grant
In 2026 the Lake County Umbrella Watershed Council secured an additional $326,770 to continue restoring fire-impacted stream systems by reducing sedimentation, reconnecting floodplains, and restoring natural channel processes.
